If you get an error from Paypal saying the following: "Sorry — your last action could not be completed" you have to add Paypal to your Internet Explorer as a trusted site. Please see below for instructions.

Instructions to add Paypal as a Trusted Site:
Open Internet Explorer and open the "Tools" menu on the IE toolbar.
Go to "Internet Options" and click "Security" tab. Highlight "Trusted Sites", click on "Sites" and add https://www.paypal.com as a trusted site and click "Close".
Click "Privacy" tab, in "Address of Website" type https://www.paypal.com and click "Allow".
Click "OK" to close "Privacy" window, click "OK" to close "Internet Options".
You should no longer get the error.
